Statutory Scope & Legal Architecture

Manufactured industrial products, machinery, electrical and electronic apparatus, toys, medical devices, personal protective equipment (PPE), and construction materials entering Turkey must comply with the Product Safety and Technical Regulations Law No. 7223 and the annual Product Safety and Inspection Communiqués (Ürün Güvenliği ve Denetimi Tebliğleri) issued by the Ministry of Trade.

Compliance is enforced electronically via the TAREKS system. When an import declaration is prepared, the product is evaluated by state risk algorithms. Shipments receive either an instant automated green-channel clearance number (TAREKS Referans Numarası) or are routed to physical technical inspection (Fiili Denetim) by the Turkish Standards Institution (TSE). Failure to provide valid CE Declarations of Conformity (DoC) or harmonized standard test reports results in rejection and mandatory re-export or destruction.

  • TSE On-Site Inspection Coordination: Managing port warehouse physical examinations with TSE inspectors, resolving nameplate discrepancies, user manual Turkish translations, and safety label issues.
  • Exemption Filings: Executing statutory exemptions for industrial components (Sanayici Muafiyeti) and research & development prototypes.

Step-by-Step TAREKS & CE Inspection Workflow

Phase 1: CE Technical File Audit

Evaluation of test reports (EN standards), DoC validity, manufacturer address on nameplates, and Turkish instruction manuals.

Phase 2: Electronic TAREKS Submission

Data input into the Ministry portal. Risk assessment yields either an Instant Clearance Code or TSE physical inspection order.

Phase 3: TSE Warehouse Physical Exam

If assigned to physical audit, Topraklar Gümrük engineers attend the port inspection alongside TSE experts to verify machinery markings.

Phase 4: Reference Number & Free Circulation

TAREKS reference number generated and integrated into Item 44 of the Bilge customs declaration for instant green-light release.
